2、 A Capability Enhancement Strategy Model for Collaborative Alliances

In this section, the main focus is on the formation of collaborative alliances between enterprises and suppliers when they work together for a certain product development goal. In order to quickly respond to market demand, they need to overcome obstacles such as corporate culture, organizational structure, and regional differences, and integrate resources and share advantages during the product development process. 1978年著名的运筹学家A.Charnes,W.W.Cooper及E.Rhodes提出了一个被称为数据包络分析（Data Envelopment analysis,简称DEA)的方法，用于评价同质决策单元（DMU）的相对有效性，也就是可用于同质决策单元运行效率的高低比较。后来学者们根据三位作者的姓氏首字母，将他们提出的第一个DEA模型命名为CCR模型。这一模型主要用来评价一类具有多投入多产出的组织是否同时为“规模有效”和“技术有效”的十分有效的方法。CCR模型计算出的一类同质决策单元的效率值属于综合技术效率，它可以被分解为纯技术效率和规模效率。

In 1978, A. Charnes, W.W.Cooper and E. Rhodes, famous operations research scientists, proposed a method called Data envelopment analysis (DEA) to evaluate the relative effectiveness of homogeneous decision units (DMUs), that is, to compare the operating efficiency of homogeneous decision units. Later, scholars named the first DEA model proposed by the three authors the CCR model based on their surnames. This model is mainly used to evaluate whether an organization with multiple inputs and outputs is "scale efficient" and "technology efficient". The efficiency value of a class of homogeneous decision-making units calculated by the CCR model belongs to the comprehensive technical efficiency, which can be decomposed into pure technical efficiency and scale efficiency.

DEA方法目前已被广泛的应用于工业、农业、银行、供应链、交通、教育、公共政策以及生态环境等各领域的效率绩效评估。自1978年DEA理论问世以来，学界关于DEA的理论和应用研究日渐增多，在理论方面，已经发展出了BCC模型、SBM模型、NDEA模型、NSBM模型、DNSBM模型、FDH模型、DSBM模型、DEA-Window模型及交叉效率DEA模型等等。在应用方面，也从最初的公共事业部门，发展到银行、供应链、教育及农业和生态环境领域的效率评估，DEA方法的广泛应用不断促进着DEA理论的发展，相信未来DEA将在经济、社会、生态等领域发挥更加重要的积极作用。

The DEA method has been widely applied in efficiency performance evaluation in various fields such as industry, agriculture, banking, supply chain, transportation, education, public policy, and ecological environment.
